Dual-dial bases: What does the front dial do? The rear dial? How do they affect each other?

I believe form follows function. I asked myself what do I want these double dial bases to do? I never figured that out.

I have four teams that ride on ITZ CL-2 bases. I tried the double dial bases and eventually discarded them (threw them in the garbage) as a form that didn't have a function.

You may have better luck answering the question, what do I want these double dial bases to do?

I have a RG and LG that I sub in when I need a solid pocket to pass from.  They both use dual dial bases and are adjusted to move forward at an oblique towards the center. 
I tweaked them to decent strength, though my starters are stronger.

I also will use the to oblique out depending on where i need blocking.  

I think the oblique setting is the most useful for me, but I have had success with dual dial loopers also.
